Fitting to legs of chair

Could you tell me if the plastic cups in which the chair legs fit rotate as on the diagram they are aligned with the base yet chair legs align with each other which meams they would sit in the cups at an angle unless they swivel to accommodate the legs. Hope this makes sense! Many thanks, Chris
